ARTICLE XII GENERAL PROVISIONS Section 2:
The military shall be subordinate to the civil power.
And because this has been a militarized federal government under martial law since January 1861, and a corporation since 1868, 'we the people'(who were born state nationals in the several states, and NOT US citizens) have been decieved, conquered, oppressed, over taxed, and slack in our duty to hold the corporate federal government agents, and it's corporate subsidiary the STATE OF LOUISIANA co-conspiritory agents accountable to our will for peace, liberty, dignity and prosperity.
And thus we are presumed to be legally incompetent, and consenting to all of the above because we were never taught these things in the public education system.

ARTICLE I DECLARATION OF RIGHTS
§ Section 1. Origin and Purpose of Government
All government, of right, originates with the people, is founded on their will alone, and is instituted to protect the rights of the (private)individual and for the good of the whole. Its only legitimate ends are to secure justice for all, preserve peace, protect the rights, and promote the happiness and general welfare of the people. The rights enumerated in this Article are inalienable by the state and shall be preserved inviolate by the state.
i.e.: all government is instituted to serve and protect individual private property and rights by the consent of the governed and cannot overrule OR rule over the individual without written consent.
To convert my true name: Marcus Loring; de la Houssaye into a corporation with all capital letters: DELAHOUSSAYE, MARCUS LOVING without my knowledge and consent is identity theft AND a violation of my right to life.(root word of corporation is corpse, or legally speaking a dead thing) The state created the corporation which is legally speaking a subsidiary corporation and a slave, and “it” does not have rights nor can “it” own property. The state did this in order to decieve, control and ultimately deprive me of my true identity as a living being(created by God) with full rights reserved. By international, federal, and state corporate, commercial law, the state cannot enforce a unilateral contract in order to deceive, own, enslave, rob, control, and exploit me, as I do not consent to such VOID contracts.
§ section 2. Due Process of Law
No person shall be deprived of life, liberty, or property, except by due process of law.
And what this means is: For lawful and constitutional due process to exist, an injured party(plaintiff) must sign under oath and penalty of perjury that the accused(defendant) has caused them harm(personal injury or property damage) which justifies an economic charge, and thus a traffic stop, citation, prosecution, and conviction in an Article III (federal)court.
However the (state)district courts, and (municipal)mayorial courts are operating outside of the constitution and common laws established by our founding fathers. And... the judge rules and makes up what ever fits his Racketeering Influenced Corrupt Organization (private BAR Association)agenda, in violation of the RICO Act!
And thus to stop a private individual traveling in the everyday course of life without an accident that caused personal injury or property damage is racketeering, inland piracy and highway robbery!
And to turn on blue lights when there is no emergency, first violates the Code of Federal Regulations, which requires an emergency in order to be used, and is in that a federal felony crime.
And second is in violation of the RICO Act(because of the traffic stop, citation, prosecution, and conviction), and is in that, also a federal felony crime.
§ Section 3. Right to Individual Dignity
No person shall be denied the equal protection of the laws. No law shall discriminate against a person because of race or religious ideas, beliefs, or affiliations. No law shall arbitrarily, capriciously, or unreasonably discriminate against a person because of birth, age, sex, culture, physical condition, or political ideas or affiliations. Slavery and involuntary servitude are prohibited, except in the latter case as punishment for crime.
For a crime to exist there must be an injured party. And because the STATE OF LOUISIANA is a corporation and thus a ficticious entity, it is IMPOSSIBLE for a REAL MAN to damage a FICTION!
ARTICLE III LEGISLATIVE BRANCH
§ Section 12. Prohibited Local and Special Laws:
Section 12(A) Prohibitions: Except as otherwise provided in this constitution, the legislature shall not pass a local or special law:
(2) Changing the names of persons…
(9) Legalizing the unauthorized acts or invalid acts of any officer or agent…
Section 12(B) Additional Prohibitions: The legislature shall not indirectly enact special or local laws by the partial repeal or suspension of a general law.
And a presedent general law is natural law, common law, the Bible, the Declaration of Independence, the constitution, and the Bill of Rights. And amendments to the above are subsequent, local or 'special' laws designed to repeal, suspend or over rule.
And what that means is: Individual private rights such as the right to life, due process, property, privacy, liberty and travel are protected by precedent constitutional general law and cannot be suspended by any subsequent special statutory law or amendment. (except by my consent in writing). And why would I with knowledge and consent waive my God given rights?
Any 'local or special' law that infringes on my individual rights is unconstitutional and thus null and void, except and unless I contract(with the state corporation) and give free consent in writing to be a subject of corporate policy enforcement and thus affected by special laws(aka amendments to the constitution).
And… to create special laws(amendments) which unlawfully require licensing and registration of human resources(birth certificate) and property(vehicle registration), is not only unconstitutional and grossly misleading to the public at large AND law enforcement officers. It also denies me equal protection under the law because it forces me to suffer repeated violations of my privacy, mistaken identity, harassment, detainment, extortion, and illegally attempted enforcement of STATE OF LOUISIANA corporate policy that unconstitutionally attempts to rob me of money and property, and involuntarily enslave me in CORPORATE commerce without full disclosure or my written consent.
And… to steal my identity by creating a birth certificate when I was a baby(when I was legally incompetant to contract) with all capital letters which looked like my name but actually legally identified a corporation called DELAHOUSSAYE, MARCUS LOVING, which was unlawfully and illegally created to deceive, control, enslave and exploit me in commerce, is identity theft, involuntary servitude and commercial slavery and fraud.
And… to attempt to unlawfully and unconstitutionally force me to agree to be identified as a corporation owned and created by the UNTED STATES, violates my right to religious freedom as I am a free, living being created by the God, the great Spirit of all creation.
And … because of my religious beliefs, to attempt to force me to be a corporate legal subject of statutory licensing and registration as a corporation named DELAHOUSSAYE, MARCUS L would be to force me to be an accessory to fraud and violate the 9th commandment of my religion: Thy shalt not lie.
That violates my right to freedom of religion, and I do not consent to such violations.
Thus law enforcement officers are often as ignorant of the constitution, as the people they mistakenly believe they are protecting and serving!
Please find attached my photocopies of the birth certificate authenticated in the STATE OF LOUISIANA by Tom Schedler and authenticated in the UNITED STATES OF AMERICA by John Kerry.
The CERTIFICATION OF BIRTH is actually a bond, and thus a debt obligation of the bankrupt, corrupt, federal, state, and county governments owed to me, the living man.
